Bengaluru’s 2.2 million properties get scam-proof e-Khatas first in a metro

Bengaluru’s civic body, the BBMP, has released about 2.2 million draft e-Khatas of properties online in a first such deployment of technology in citizen-facing municipal services in a metro.

“Unlike other metros, we at BBMP have maintained ownership records. In many states, property ownership is handled by the Revenue department, but in Bengaluru, the city corporation is maintaining it,” BBMP Special Commissioner (Revenue) Munish Moudgil told ET.

Deputy chief minister DK Shivakumar is the minister in charge of BBMP, who has given a go ahead to the ambitious project.

Moudgil, who is leading the mammoth task of transforming paper khatas into e-Khatas, requested citizens to get their final e-khatas over the next two to three months unless they have a property transaction coming up and in a hurry.

This is the most transparent e-Khata system, which is in control of the citizen, he added.


BBMP has digitized all existing Khatas, both A & B.

The details are available online ward-wise at BBMP eAasthi.karnataka.gov.in. Property owners can see their ward name and number from their property tax receipt.Khata is a property tax record with ownership details. An e-Khata helps in prevention of manipulation or frauds and their mutation becomes automatic upon property transactions.

Once a citizen opens the ward concerned, he or she finds draft e-Khata of that ward are listed. The BBMP has provided “name search” and listed properties alphabetically in ward wise list.

BBMP is continuously trying to improve user experience and make the process as smooth as possible for all while ensuring e-Khata reaches citizens online, without having to meet any BBMP officials, Moudgil said.

BBMP has also set up help desks at the offices of the assistant revenue officer (ARO). e-khatas would soon be available at Bangalore One Centres, too.

These are draft e-Khatas. Citizens have to give online sale deed/registered deed number which eAasthi fetches electronically from Kaveri, encumbrance certificate number from April 1, 2004, which eAasthi would fetch electronically from Kaveri, 10-digit property tax application number Aadhaar eKYC of owners, Bescom 10-digit meter number and GPS of property and property photo, according to the BBMP Special Commissioner.

There is no need to meet any official to get the final e-Khata, Moudgil said.

If the information entered is incomplete or has a mismatch with the BBMP records, or if there is an objection filed by a citizen, then the property owner will have to meet the ARO concerned, he added.
